Financing for Missouri Homeowners to Repair or Replace Onsite Wastewater Treatment Systems

Homeowners needing to make improvements to septic and other onsite wastewater systems have a financing option for those projects in a program funded by the Missouri Department of Natural Resources and delivered by Missouri’s Regional Planning Commissions and Council of Governments. The purpose of the program is to provide financing to homeowners seeking to make improvements to, or replace, their on-site wastewater systems.

Eligible applicants include homeowners with a failing or failed on-site wastewater treatment system. Grant eligibility is based on income guidelines outlined by the Department of Health and Human Services. The maximum grant availability is 50% of the project cost. Homeowners will be required to provide evidence of financial need and must have sufficient income to make the loan payment and maintain the system.

Funds can be made for repair or replacement of private wastewater treatment systems for single-family houses and multi-family housing consisting of four units or fewer. Only systems recommended by the County Health Department, Department of Health & Senior Services or the local authority will be funded. Systems must be installed by contractors approved by each county’s respective health department. A list of certified installers can be found here. Costs related to the installation of an approved system (such as soils investigation, engineering services and surveying) are allowable expenses.

The minimum loan amount is $3,000 and not to exceed $25,000 or 10 years per connection. Loan terms will be based on the borrower ‘s financial need and ability to repay. Interest rates will not exceed 5%. Borrowers must certify they will provide appropriate system maintenance over the life of the loan, attend training on operating and maintaining the system and periodically have the system inspected.
